Basically this is 2 cards, inside card is slightly smaller. I used some coordinating papers from a paper pad I had picked up at AC Moore some time back. I added the balloons that were punched from vellum and popped with shaped pop dots. Easy to make, just takes a little longer because you're basically making 2 cards into one.
